In its 8 p.m. cyclone update, the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) reported that Gener is approaching the Northern Luzon mainland, moving at 15 kilometers per hour (kph).
The tropical depression was last observed 240 kilometers east of Tuguegarao City in Cagayan, with maximum sustained winds of 55 kph near the center and gusts reaching up to 70 kph.
As Gener has maintained its strength, the following areas remain under Signal No. 1:

- Isabela
- Quirino
- Nueva Vizcaya
- Apayao
- Kalinga
- Abra
- Ifugao
- Mountain Province
- Benguet
- Ilocos Norte
- Ilocos Sur
- La Union
- Pangasinan
- Zambales
- Tarlac
- Nueva Ecija
- Aurora
- The northern portion of Quezon (General Nakar, Infanta, Real) including Polillo Islands
According to the forecast, the tropical depression is expected to leave the Philippine Area of Responsibility between Tuesday evening and Wednesday morning (September 18).
“Gener is expected to cross the landmass of mainland Luzon as a tropical depression, though there's a chance it could either strengthen into a tropical storm or slightly weaken before landfall,” Pagasa stated.
“Gener could intensify into a tropical storm over the West Philippine Sea by tomorrow evening or Wednesday morning,” it added.
