The same weather system is expected to bring cloudy skies, along with scattered to widespread rains and thunderstorms to the Bicol Region, the southern part of Quezon, Batangas, and the rest of the Visayas.
According to Pagasa weather specialist Benison Estareja, cloudy skies with scattered rains and thunderstorms are expected in Metro Manila and the rest of Luzon. This is due to the trough or extension of Bebinca, which, as of 3 a.m. on September 13, was still outside the Philippine area of responsibility.
Bebinca was last located 1,605 kilometers east of Batanes, with maximum sustained winds of 95 kilometers per hour (kph) and gusts reaching up to 115 kph.
Estareja stated, "According to Pagasa's latest track, Bebinca is likely to enter our area of responsibility later this afternoon or evening."
